[Devel] Soft feature freeze for v2022.4

      Hi all,

I'm glad to announce that we have entered Soft Feature Freeze for 
v2022.4 [1]. From this moment no additional features will be accepted 
for this release cycle. New features will be postponed to v2022.5.
