[Devel] Removed 32 bit intel support for 16.09

Hello,

For Apertis 16.09 (upcoming release) it is planned to support 2
architectures:
* 32 bit ARMv7 (i.MX6 SoC based hardware)
* 64 bit Intel (Intel based hardware (e.g. minnowboard) & SDK)

Apertis 16.09 will be first release ever without support for:
* 32 bit Intel (Intel based hardware (e.g. zbox) & SDK).

All developers using and upgrading 32 bit images are encouraged to
upgrade their setup to 64 bit ones.
