This is the first development release based on Debian Bullseye.

As such, the QA requirements have been limited to basic features,
focusing on ensuring full functionality in the next quarter.
The goals for this release are:
   1. minimal image boot and provide a textual prompt
   2. target image show the Maynard shell at boot
   3. sdk images provide an XFCE user session

In addition to the move to Bullseye, this release introduces other
major changes:

   1. the default shell for the target image is now Maynard, based on
the AGL compositor framework, in turn based on libweston
   2. the default audio manager is PipeWire, combined with the
      WirePlumber audio policy manager
   3. the internal images have been discontinued
