[Devel] Soft code freeze/hard feature freeze for v2023dev2

Hi all,

I'm glad to announce that we have entered Soft Code Freeze / Hard 
Feature Freeze for v2023dev2 [1]. From this moment only bug fixes will 
be accepted for this release cycle. Other type of changes will be 
postponed to v2023dev3.
