[Devel] Apertis release candidate v2023dev3.0rc1 available for testing

I'm glad to announce that Apertis v2023dev3.0rc1 images for all the
supported platforms have been published:

AMD64

This is the fourth development release for v2023, based on Debian
Bullseye. Compared to v2023dev2.0 it contains:

* Updates from Debian Bullseye
* The latest Linux v5.18 kernel
* Support for the new UP Squared 6000 board
* Support for lintian validation to packaging CI
