This is the second development release based on Debian Bullseye. Compared to v2022dev3 it contains

* Updates from Debian Bullseye * New Flatpak Runtime for Apertis * Apply and enforce signatures for Apertis Flatpak packages and runtimes * Audio policy to mute song app when switching to video app * Improves license compliance checks * Improve docker experience * Improve packaging tools for developers
